Notario Concentration Risk
Every Mexican real estate closing legally requires a notario público. A zone with very few tracked notarios is a real transaction-bottleneck risk — if the one or two a zone depends on are unavailable or backlogged, closings stall. This is a real headcount from the participant directory, not a fabricated market-share-weighted index — we don't have real data on what share of actual closings each notario handles, so we're not inventing that precision.
